This tutorial was written in psp 8, but can be done in other versions.

You will need: Supplies HERE which includes, Frame, Ivy and Texture made by me and Butterflies by Patry. You will also need Mask 154 which was a psp 8 resources add on by Jasc and is still available from HERE (Resources Pack 3) or HERE.

Tube of your choice, i'm using the work of Rion Vernon/Pin-Up Toons available from CILM.

Ok, let's get started!

Open a new blank image 550 x 550, we can resize later if needed, and flood fill with white.

Open the frame and copy and paste it as a new layer onto your canvas, colourize it to match a colour from your tube (Adjust> Hue & Saturation> Colorize)

With the Magic Wand tool, tolerance and feather both at 0, click inside the circle frame. Selections> Modify> Expand by 5. Open the texture and copy and paste it as a new layer, drag this layer below the frame layer on the layer palette. Position the texture to where you would like it and then Selections> Invert and hit delete on your keyboard. Selections> Select None.

Copy and paste your tube as a new layer on top of the layer palette, position and resize if needed and add a drop shadow, I used V: 1, H: 3, Opacity: 55, Blur: 10, Colour: Black.

Zoom in quite close, and with the Lasso Tool, Feather 0, carefully trim off the part of the tube at the bottom that sticks outside of the frame, I left in a little part of it with her hand and back of skirt.

  

Choose a piece of Ivy with a shade of green that best matches your tag, copy and paste it as a new layer, drag this layer below the tube layer on the layer palette, Image>Resize, Bicubic, Resize All Layers UNchecked, by 90%. Position it over to the left and add a drop shadow, i used V: 2, H: 2, Opacity: 70, Blur: 8, Colour: Black.

Open the butterflies and choose one or two of the butterflies, you will need to select them with your lasso tool and Edit>Cut and paste as a new layer below the tube layer on the layer palette. Colourize to match and duplicate, resize and position around your tag. Add a drop shadow to all your butterflies, I used the same as the ivy.

Layers>New Raster Layer, drag this layer to the bottom of the layer palette, above the white background layer, flood fill with black, open up Mask 154, minimise, Layers>New Mask Layer>From Image, find Mask 154 in the drop down menu and apply:

Layers>Merge>Merge Group and resize the mask layer by 85%, lower the opacity of the mask layer by around 56 or so on the layer palette.

Layers> New Raster Layer, drag this layer to the bottom, above the texture, mask and background layers and set the Foreground colour to white and apply a Fairy Dust Brush.

Add the artists copyright info and any license number, tagger name etc. as a new layer on the top of the layer palette. Choose a dark colour for the Foreground and a lighter colour for the background colour and add your name, I used font: Freebooter Script found HERE, size 60 and applied an Inner bevel:

And applied a Drop Shadow of V: 5, H: 5, Opacity: 55, Blur: 5, Colour: Black.

To Animate continue below, if not: Layers>Merge>Merge Visible, resize and crop if needed and save as jpg.

Close the visibilty off of all layers on the layer palette, except for the butterflies, click on the top butterfly layer to make it active and Layers>Merge>Merge Visible, Close the visibility off of the new merged butterfly layer and unhide all layers except for the tube layer, copyright and name layers, Click on the first top unhidden layer on the layer palette to make it active, which should be the ivy and Layers>Merge>Merge Visible.

Unhide all layers, click on the merged butterfly layer to make it the active layer on the layer palette and Layers>Duplicate twice, giving you a total of 3 butterfly layers, click on the top butterfly layer to make it active on the layer palette and apply Effects>Plugins>Xenofex 2, Constellation with these settings:

Click on the middle butterfly layer and apply the constellation again but click the random seed button. Click on the last bottom butterfly layer and apply again and click random seed.

Close the visibilty off on the layer palette of the bottom 2 butterfly layers and Edit>Copy Merged. Open Animation Shop and Edit>Paste>As New Animation.

Back to psp, hide the top butterfly layer and unhide the middle layer, Edit>Copy Merged, over to animation shop and Edit>Paste>After Current Frame.

Back to psp, hide the middle butterfly layer and unhide the bottom butterfly layer and Edit>Copy Merged, over to animation shop and Edit>Paste>After Current Frame.

View>Animation and check that it plays ok, if not go back and repeat the steps, crop your tag if needed, save as gif and we're done!
